Sorry to hear of your misfortune Alf. I wonder about the build quality if it breaks that significantly, simply because the wind blows your tripod over. Seems rather poor service from Panasonic too.
Olympus had some early issues with mount breakages on the 12-40. Not only did they have a repair "route", but they actually repaired many people's lenses at no cost.
Alf,
A further thought. Now that Panasonic have said the lens is not repairable, have you considered making a claim for accidental damage on your household contents insurance - it should be within the limit for the personal possessions category?
Sad news Alf. Does it have any resale value on a certain auction site as "for spares" ?

"A hundredth of a second here, a hundredth of a second there even if you put them end to end, they still only add up to one, two, perhaps three seconds, snatched from eternity." ~ Robert Doisneau
Fairly shocking approach by Panasonic for what isn't exactly a cheap item (mental note made).
Have you tried contacting some specialist repair companies? A quick Internet search for "digital lens repair" returns lots of hits. Might be worth a try.
I have been working away today and emailed both
Luton said they though the lens body looked damaged and would need to go DKAVS for calibration
It DKAVS that said it is replacement only throughout Europe.
Ace said send it to them but I suspect parts would be an issue
