Looks like dry snow which has conglomerated into hail shaped globules.

polystyrene beads or maybe icing sugar close up?

I'd go for the beads because of the cellular structure and bead size distribution

Is it wax floating on water? Possibly with some washing up liquid to cause the wax to bead like that?

Have absolute no experience with it, but it looks like "dry ice" to me - or frozen CO2 if you prefer. If that's incorrect I'll add: "fertilizer pills" as next best guess ...

I'm thinking along the same lines as Linzdt - mushrooms growing in compost in a bucket. my parents tried it many years ago and I still have the bucket - at the moment it is full of fermenting blood/Seville orange wine

I like the mushroom theory too, but I have never seen them so thick.

Ok I'll fill in the details.

Ralph you got close but Iain well done you were spot on. It was basically the fat that had come from cooking sausages for tea. My Wife had put water and a little washing up liquid in the dish and that's what happened. Needles to say I went and took a shot of it rather than wash it up

Sorry no prize this time but thanks to everyone who had a go.
Not that you have to but as you effectively won Iain how about posting another?
