Image slightly blurred with tripod

My E-30 started to behave really strange few day ago. Shooting on a tripod with a studio flash/strobe i started getting slightly blurry pictures. IS was off, as it should be when camera is on tripod. And it doesn't look like out of focus, but more like motion blur or camera shake. And using flash, the flash duration itself should freeze the moment, so it doesn't make sense to me. Also I used remote release to avoid camera shake. The weird thing is when I put the IS on, I got much cleaner picture, where it should be the other way around. If anyone experienced something like this or have an idea what the problem might be, please HELP!

Manual settings 1/200 sec., f 6.3, Studio flash, no ambient light, solid tripod and cable release. First picture Image Stabilization is OFF, second picture is ON.

What tripod is it & is it a metal or plastic head? I have tried using the cheaper tripods with what looked like a fairly solid plastic head, but with the weight of the camera, the plastic flexed allowing movement. If you tried a shutter delay of, say 5 seconds (with IS off), it might prove that the camera on the tripod is vibrating from the mirror slap. I hope that helps.
