That carder bee seems to be looking for the same thing as the snipe fly was I see various insects at the base of the leaves on our laurel hedge but you can see

At the time I saw it, the bee was just resting/sunbathing, as many of the larger solitary bees do daily. The foliage was all wet from overnight rain so options for drinking were unlimited.

The body is willing but the mind is weak.
