Are you talking raw? If so, there's no setting I'm aware of that can reduce noise (it would be pretty amazing if such a thing did exist!). Unless you're talking about long exposure noise, in which case there is a setting for that (which does a dark frame subtraction technique).

On the more general issue of noise at ISO 200 (raw), I do find a little in skies sometimes, esp if I push the contrast or such like (worst using the dehaze tool in Lightroom). Removing it is usually pretty easy though with a mask to select just the sky and adding NR. You don't need much detail in clouds.

Of course, if by "low light" you mean underexposed, then noise will be a problem that can only be fixed with global NR, but you'll lose detail of course.
