Not sure what is happening.

Make sure you click on the little target in the saturation tool ( see arrow in pic below)

Then simply click hold and drag down on the brightest part of the flare until it loses most of its colour. You will see some of the sliders on the saturation tool automatically move left. Don't overdo it or the rest of the image will change colour.

Then in the spot removal tool make sure its got a good feather I think I used about 30% and the size should be about twice that of the brightest part of the flare. Also make sure its set to Clone not Heal.
It does actually clone a section from the left of the spot which you can move about if you drag the source around.
