Yes - sorry, this can be a very confusing issue!

Usually, an 800 pixel wide image saved as JPEG (don't use Save for Web as this strips out the exif data) will save to a size of around 200K, depending on the complexity of the image - the more complex and detailed, the less compressed it can be.

The image data size you may be seeing in Photoshop edit mode indicates the uncompressed size of the image (each pixel is 3 bytes (3 sets of 8 bits of colour data - RGB), so an 800x600 image may add up to 1.4MB, but JPEG compressed it becomes 200K.
