The closer you get to her, the less in focus she seems to look, though I have a feeling it may be to do with the light rather than the focus. also the closer you crop, the more prominent the distractions in the background appear to be.

In this version I eliminated the rail and her face is almost exactly in a "rule of thirds" spot:
