Flash Power Level

I'm doing some "playing" with flash at present...

How do you adjust the flash power level to below 1/64 ?

There are three settings, below the 1/64, that are Greyed Out @ 1/80, 1/100 & 1/128

I've tried all sorts of things and not figured it out, which is annoying me.
