Nope... a bit of dust on the rear element

So if you are buying a S/H lens and the rear element is described as having cleaning marks....

I think that's an aperture effect. I seen it from old lenses that stop down to f/32

Certainly as the aperture gets smaller any defects on the rear element become more prominent
I have also seen evidence that wide open the rear element defects can be seen in the out of focus specular highlights
