I think that if there's no deal it will be the E.U's actions in implementing a border that will effectively result in breaking the Good Friday agreement. We will be under no obligation to have a customs border, but Ireland will have, under E.U. rules.

I'm aware of that.
The agreement is set in international law, signed principally by Ireland and the U.K. As far as I'm aware it does not make reference to the signatories being EU members.
As it stands there are different VAT rates between Ireland and the U.K., the difference is managed almost seamlessly by electronic means. This could be enlarged and managed without needing a physical check on the border.
