In Elements (however old) you can simply use the Levels control (Enhance Brightness/Contrast Levels...).

On your young-Blackbird image, you'll notice a small gap at the left-hand (LH) end of the histogram, which shows there are no true blacks. Simply move the LH slider to close this gap, or take it a little further to enhance the effect.

I find that the three sliders of the 'Levels' control are usually all I need for basic JPEG image enhancement. If more is needed, it's better to work on the RAW image.
