I think that the ploy is used to reinforce an argument in an attempt to show that they have more support than they really have, and in doing so garner more support.

I always try to capture as sharp an image as possible. The image can always be degraded/blurred in PP.

An image that's captured blurred can't be sharpened. An illusion of sharpness can be created...
