To be sure buy from Amazon and not from Amazon Marketplace. That link is for a Marketplace seller, GE Trading. It needs to say "Sold and fulfilled by Amazon".

No, RC is an optical system (uses data encoded in light pulses), and does not use the wireless system that this unit uses

Dodgy not the word. Fraud is the better choice. Don't pay outside of PayPal unless you want to lose your money. I think you should report it to Paypal.

Just installed the 64 bit version on Windows 10 without issues and it looks quite decent. It certainly seems much more user friendly than OV3. Yes, there is a manual!

My understanding is that these units use radio signals and not optical ( I supose they could use both for integration with existing flashes but I have not seen this mentioned).

Just so rarely use flash these days. In my Pentax days, I used it quite often as a fill in when photoing in sunlight. Now the cameras don't have a handy pop up flash, its easier to turn people around...
