The ISO values many of today's cameras reach are above any defined in any ISO standards. I suspect the problem is the length of time it takes to approve ISO methods, which is generally many years.

I'd say the blur is almost entirely die to subject movement, rather than focus. It works very well, quite different from many panned track shots where there's less vertical movement.

Dutch ones tend to take much bigger traffic so are usually in a completely different league, but the width here...
