In simple terms you can only shrink the volume down to the outermost segments. In the old days you would run Defrag to compact the data at the bottom end but you cannot do that with an SSD....

If you do need to buy a licence there are much cheaper places to buy one than Microsoft. Ebuyer, one of my regular suppliers has it for 129 but there are plenty of other legitimate sources.
