Yes, that is normal for the E-M1ii charger. The frequency of the flashes changes as the charge increases.

I have one and use it frequently. It is very sharp and works well on the E-5 and Mk 1 & 2 E-M1s. Focus is nailed more quickly on the Mk 2 than the Mk 1 or E-5 with much less tendency to hunt or spool...
