Halloween has been of little significance in British culture in the past. It's now mainly an American fabrication to create a source of more retail sales.

We'll be celebrating July 4th next!

Plus an inordinate waste of vast quantities of pumpkins.

We tried making pumpkin pie some years ago. Filthy stuff! Plain pumpkins have an insipid 'dirty' taste and need sugars and lots of spices to disguise it. The only thing worth eating are the seeds, but they're a fiddle to shell.

In about 2004 or 2005 ish the US changed the date of moving the clocks to winter time. It used to be the same weekend as we in Europe changed to winter time.

The story goes that the treats lobby - the companys making /selling chocolates, sweets etc persuaded the US government to move the time change back a week (aprox) so that Halloween day was always held in Summertime. The argument goes that the kids could stay out longer scrounging treats so the treat makers could make and sell more treats to the hounded treat givers.
